This was likely used in a research and development lab for Bendix in applications that require ultra precision --->probably in optics. Each division is 0.000005 of an inch. That is NOT a typographic error! Depending on how delicate good your eye is you can likely turn it within 1/5 to 1/4 of a division. That would give you an astonishing accuracy of 0.000001 of an inch if you can turn the the dials within 1/5th of a division mark. I would say that it is pretty easy to accomplish. To obtain even a finer resolution of 1/10th of a division mark you might be able to accomplish if you have a good eye. Given the precision I estimate that this item would be several thousand dollars. You can remove the blue electrical tape and any magic marker residue with goo gone and then alcohol with soft cotton rags. I would tend to use the type of solvent that removes adhesive label residue and then the alcohol. You could clean up the dials with a toothbrush. Anything else you could take out with the appropriate MILD scotchbrite pads. Note the touch up of some epoxy. Please inspect the many photos to make your own evaluation of cosmetic condition. ********************************************************************************* Rare.
