As you know with most government agencies, when a new grant comes in, they have to justify the grant by buying new equipment leaving very useful equipment for surplus.  Comes a shown!  Cosmetic wear.  Powers up and seems to heat.  The front dial knob is chipped off some but still usable.    USA CUSTOMERS- NO MEANS TO TEST,  may have other unknown issues.  Sold as is for parts or repair!  INTERNATIONAL CUSTOMERS- NO MEANS TO TEST,  SOLD AS IS WITH NO GUARANTEES.   1.
