The box was marked NEW unlike other boxes marked used breakers. These breaker show signs of sitting in a warehouse shelf for years, but appear to be unused and being sold as new other. Some actually look to be swapouts from a new panel as you can see washer marks on the buss mounts. No matter what they are guaranteed to meed your expectation.
