It would probably be best to assume that it may need additional work or calibration to perform to spec. It would appear not to have the optional Demod board installed. Manufacturer's Description (Conformance Not Guaranteed) ModMinder is an innovative, extremely accurate modulation monitor that revolutionizes the way stations measure peak FM deviation. Because of the way ModMinder works, many stations--especially those which have "quieter" formats that do not use loudness processing--have been able to gain an extra dB or two of modulation while completely remaining within the limits of modulation allowed by FCC regulations: louder, legally! Further information may be obtained from the User Manual. While conventional modulation monitors use a Peak Flasher with a fixed response time of about 200 microseconds, ModMinder's response time is user-selectable up to as much as 900 microseconds. This more accurate measurement means that ModMinder ignores very brief instances of overmodulation, allowing a station to either raise its average modulation or reduce its processing--or both. Typical improvements in modulation range from 1 to 4 dB. Stations find they can sound louder without losing the dynamic range of music programming. ModMinder is easy to set up and use. It has extensive remote control and data transfer capabilities. All of ModMinder's functions can be remoted to any location. And, using a modem and ModMinder's software, modulation data can be displayed and analyzed not just for the user station--but for any of its competitors as well. In addition to displaying the highest modulation peak attained during the previous second, ModMinder also retains a count of overmodulation occurrences in a "rolling minute'' displayed on a two-digit readout.
